Wales in lockdown

So we are back in lockdown in Wales, and the thing to look at here is why?. People seem to quick to point the finger of blame at the Government. I have seen posts on social media saying #DrakefordOut, it is not his fault.
The spread lies with people going to others homes, this can't be policed so you must take the needed precautions to protect your self.
The hospitality industry needs to re-open, this can be policed, so people can be protected.
I can see this, so why can't others?
Those in power in the UK need to realise this, at the same time people have to use their brains, and follow the rules in place.
